Disabling Programs and Connections between Users

Does anyone know how to disable access to programs and
lan connection between users on the same computer? I've
already set the second User account to be a non-
administrator account. I'm looking to restrict acces to
individual programs and the actual LAN connection. If I
can't restrict access to the LAN, I atleast want to
remove access to programs using the lan. Please help....
