Is it possible to uninstall a program from a users computer thru the
Network? And if so is it really the best way or could it corrupt files
within that system?

The program and of its files and Icon appears to be there but when you try
to open the program the following message appears:

C:\Program Files\Program is not accessible. The folder was moved or
removed.

The drive or Network connection that the shortcut refers to is unavailable.

Thank you for your help.
