Disabling Network to certain Users

Hi, I was wondering if someone could help me with this problem,
I am in a flatting situation and have a computer of which several of the
flatmates have access to. We are on a DSL connection, and not everyone who
uses my PC contributes to the cost of DSL. The problem I am having, is
certain individuals are using the DSL, as there is no way (except for
disabling the network when I log out) of preventing this that I know of.
The DSL is through a router which is hooked up to the LAN. No LAN = No net.
Can anyone suggest a way I can allow some users access to the LAN, and not
others? Or alternatively, some users access to 192.168.1.1 and others not?
Any suggestions would be greatly appreciated.
