Disabling keyboard shortcuts

I see is another question (unanswered) and a suggestion to MS about this.
I would like to use a customized keyboard in Outlook 2007.
It seems that there should be a central way to manage all the keyboard
shortcuts, but I have not found it.
No doubt many Outlook experts rely on keyboard shortcuts, but I do not use
them. I have managed to remove some through the "rearrange commands" window.
Ones that I would really like to permanently remove:

Alt+Ctrl: (for the following keys) 1, 2, 3, =, i, d, n, m and
Shift+Alt+Ctrl: S

I can see that the numerals are for "Apply Heading 1, etc. but I don't know
how to remove them. I would appreciate any help.
