Disabling "Found New Hardware Wizard"

I'm trying to install a SIIG USB card on my system. The install manual asks to 'cancel' the wizard on boot up and use their disc. On boot up, I get the "Found new ....", "Installing new....", but no provisions to cancel or stop this process and I have to 'go with the flow...'. As a result, I'm guessing, I can verify PCI to USB Enhanced and Open Host Controllers as installed correctly, but the USB Root Hubs don't install and when accessed show a Code 10 error

This is my 2nd board, with the same problem, thinking the first was defective because the FireWire and ethernet components installed correctly

Is there a way to select when you want to use the wizard or not
