Disabling the disable network function

Is there a way that this can be done? I have a crossover ie
pc to pc no swithc or hub etc, the computer that has the
base internet connection is running xp and the client is
win 98 se (for the moment neway) neway if my brother is on
the other computer and decides he wants to disable the
network for some unknown reason i can no longer use the
internet on the client, is there a way i can disable the
disable network connection in windows XP, a speady response
would be greatly appreciated, if possible email a solution
or wateva to (E-Mail Removed)
