disabling access to Tools / Options - Outlook 2003

Hi,

Is is possible to set the font and stationary in Outlook 2003 and then
disable Tools - Options so user cannot change? Using a GPO for both? I
have installed the Office Resource Kit and I do not see any options to
accomplish this.
