Disable WINDOWS Shortcuts (temporarily)?

Several freeware applications, for instance xplorer2 lite, make extensive
use of the same shortcut keys used in windows. For instance, they all
require depressing the <ctrl><alt> keys.

I would have though an application's shortcuts would override window's,
when the focus was on the application, but not so.

Therefore, is there some way to temporarily disable ALL windows shortcut
keys while you use an application like xplorer2 lite? Then I could use
keystrokes for xplorer2's functions, and not get windows programs popping
up, etc.
