Disable user shut down in TS (Server 2003)?

Hello,

I've been looking at Group Policy settings in an effort to make it
impossible for Terminal Services users to shut down the Terminal Server (the
option is there by default, right next to Log Off) but when I tried to do it,
I somehow ended up disabling shutdown for administrators as well. How can I
disable it for users and not for administrators? Thank you!
