I don't recall seeing a setting that disables temp internet files but maybe
you can try setting the cache size to 0 with a group policy. You have to
go into IE maintenance preference mode.
USer configuration\windows settings\internet explorer maintenance , right
click it and choose preference mode. And the advanced options will be
available. The IE cache settings are under corporate settings.
