Disable "Shutdown" at Terminal Session

Is it possible to disable "Shutdown" and "Restart" from
the start menu for terminal sessions?

Hi
I think that "Shutdown" and "restart" are in the start menu , only if the
user is in the admins group ...

These can be removed via Group Policy, but as Eric Stated, even if a non-admin chooses "Shut Down" from the Start Menu, the only options they'll be presented are logoff or disconnect
