Hello,
I'd like to disable sending net send message from PC.. but PC should have
enable reciveing net send message...
Any idea how to do it ?

as u know in out look express , the account setting:-
for incoming(gmail) i,e :-pop.gmail.com
for outgoing (gmail) i,e :- smtp.gmail.com


but problem is that
how i write the code to check the my email address is exist or valid

Nope. Either the Messaging Service is enabled, or it's disabled.
There's no "half-abled" option.
