disable the running .exe function

Hello everyone,
I have a question here. I don't want user run/install any software program.
I think if I disable the .exe running, it should achieve this goal. Any
suggestions? how to disable the install functiion?

Make their account a limited user account.

except put user to users group, is there another solution? rightnow, we have
user in the power users group.

Not if they are in the power users group, AFAIK.
