Since the "Remove run menu from Start Menu" ("Userconf\AdmTemp\Start
Menu and Taskbar") is a user configuration GP, you will need to have a
look at the "loopback processing mode" at:
"CompConf\AdmTemp\System\Group Policy",

The one computer that shall not apply the policy can be configured via
the ACL of the policy and the "apply policy" setting set to "deny".
