Disable right click for clock, start button, taskbar, etc.

I have win2000 with SP4. I want to be able to use a
registry edit in

HKEY_CURRENT_USERS\Software\Microsoft\Windows\CurrentVersio
n\Polocies\Explorer

to disable the right click function of the mouse, so the
user can't change the date/time. add the quicklaunch bar,
or add other functions that the right click menu allows.

i was told to add NoTrayContexMenu (REG_DWORD) and set
value to 1

also to use NoViewContextMenu (REG_DWORD) and set value to
1

to disable the right click function. I did this, but it
didn't restrict the user.

can anyone shed some light?
