How to disable Read News from IE Tools menu

Using Group Policy I have locked down the desktop
completely except that I am unable to remove the Outlook
Express News Reader from the Internet Explorer Tools,
Mail and News, Read News.

Does anyone know how to disable this menu option or how
to disable the Tools menu option in IE?
