What do you mean "disable"?

ICMP doesn't use ports so lets put that aside for now.

FTP and Telnet will only "use" ports if you setup a FTP server or a Telnet
server, or whatever. If there is nothing listening to a port, e.g. its
really unused then it won't cause you a problem. And hence, nothing to
disable.

If you have something using those ports then you need to uninstall or shut
down the thing using those ports. If you didn't install the thing using the
ports then you obviously need to remove whatever it is and check to see how
else your computer may have been compromised.

In general, if you want to get a handle on your computer's networking then
the first thing to do might be to either enable the XP software firewall,
use another software firewall or (if you have ADSL or Cable) consider a
seperate broadband router/nat box.
