disable plug&play for an COM-port

Hallo,
is it possible to deactivate the hardware detection for an certain COM-Port.
At the port a modem is connected. I dont want to install an driver for the
modem and i dont want to add a modem in the system tray.

Any suggestion ?

Disable the port in the BIOS.
