Dear Sir:

How to disable the please wait dialogue when the OS start up and shutdown.
Does I can modify the registry.

There are third party tools that can change the logon screens.
http://www.frontmotion.com/ and
http://www.stardock.com/products/logonstudio/ are a just a couple of
products out there. These may or may not solve your problem.
