Disable Password Expiry

Does anyone know how to set user accounts to expire, but NOT prompt the user
to change their password? I set the value in Group Policy to 0 days
(verified change in registry), but 0 signifies password expires that day and
still prompts the user, it doesn't actually disable the pasword change prompt
altogether. Thanks.
