how do I Disable Outlook 2003 File>Open>Data File option with a GPO in
W3k AD?

You had a look at the Office ADM template files to import the additional
Office settings to use them with Group Policy? Chances are you'll find
the setting in there.

I found the setting but I need a "command id" for each command bar
option. Any idea where to find them?

You can use the "Outlook Spy" to find them http://www.dimastr.com/outspy/

But here is a list, I found:
