Disable manual archiving by using Group Policy not working

Disabled in GPO for Outlook 2007:
User Configuration\Administrative Templates\Microsoft Office Outlook
2007\Tools | Options\Other\AutoArchive, double-click Disable File|Archive.

User still sees Outlook | File | Archive enabled and accessible.

What has to be done or what is missing?
