is there a macro that can be used to disable the insert worksheet?

i do not want users to insert any worksheet because they are always blank.

You could Protect the workbook under Tools>Protection>Protect Workbook.

Enable "Structure" option.

Or do you mean in any workbook, new or used?

this works in one of the workbooks because i have the ribbon turned off so
users cannot see it. in other workbooks, the ribbon needs to be visible but
the issue would still be there - users adding empty sheets to the file.
