How to disable IE by GP by per user and per mechine

Hi,

I have a group of machines in the domain, any user log into this machine are
not allowed to browse the Internet, and I have a group of users, they are not
allow to browse the Internet from any machines. All user accounts and
computer accounts are in the same domain. Please tell me in detail for how to
use GP to make it work. I am new for GP.

Any help will be appreciated. Thanks in advance!
