Disable Drag and Drop in Explorer

I have a user who has physical problems with using his
mouse (he inadvertanly is dragging shared folders and
droping them in other folders) he needs access to these
shared folders as does everybody elese. I am getting
frantic calls about missing folders and have to go find
them and copy them back to their correct location. Is
there a setting or permission I can set to disable Drag
and Drop for this user?
