Disable domian group policy in a offine PC

We had setup a Group Policy in an OU, this GPO is to set proxy address
and disable the 'connection tab' in the IE.

But after that, a user compliaint that he cannot access the VPN through
internet( ISA2000 server). later we had to delete the Group Policy.
Most guys had their 'Connection' tab back. but this guy still cannot
see the connection tab through dial phone.

So we susggest him to do below command to speed up refresh,

gpupdate


but it did not work. the connection tab is invisible.

I also wanna change his register table to let that 'connection' tab
back, but I dont know where to find it.

Also, I wonder if there's other way to disable domain group policy in a
PC since it cannot access the domain now.
