I want to be able to disable the Dialing Rules under XP Home for existing
DUNs. I can find facilities to add new rules and edit them, but how do I
delete them so no dialing rules apply?

Open Network Properties - right click each DUN connection and choose
Properties - remove the check from box "Use dialing rules"
