Is there any way to disable a particular hardware device
for Windows 2000, for instance i have a cdr that i want to
limit to a certain number of users. Any suggestion?

Yes, you can set security permissions for users on Removable Storage
Physical Location items such as a CDR. For more information run
Computer Management (compmgmt.msc), click [menu bar] Action | Help, and
search for the words: permissions for Removable Storage. Also, for some
general information about standard permissions, explicitly denying
permissions, inheritance, etc., once the CDR Properties dialog box is
open right-click "Permissions" and select What's This?"
