How to Disable Detection of Devices on Serial Ports On windows vista!!!

Hey guys ,
i am struck on disabling the comm port detection. I have a device
attached on the comm port and it is detected as a mouse. i can not do
anything on the computer. in windows xp it can be done by disabling
the device detection but in windows vista there is no boot.ini !!!
Can some1 plz help me so that i can check the device attached on
serial comm port.
plzzzzzzzzzzzzzzzzzzzz help
