disable Detection of Devices on Serial Ports in Win XP service pac

How can I disable the Detection of Devices on Serial Ports manually? I have a
problem with serial ports that cause the cursur to jump, see article on
http://www.euronav.co.uk/eurohelp/index.htm.

The problem here described can be solved following Microsoft Knowledge Base
Article - Q131976. (
http://support.microsoft.com/default.aspx?scid=kb;[LN];Q131976 ) and changing
some settings manually. However, on my computer with XP service pack 2, I
cannot find the file boot.ini. The knowledge base article applies to WIN NT
only. Is there any way I can solve this problem in another way?

Show hidden files.

use /fastdetect switch in the boot.ini file
