Sure you can do this. In Terminal services Configuration - rdp-tcp
connection properties - Client Settings, check the box for "Disable
the following: Clipboard mapping".
Using Notepad as an example, the users will not be able to copy
text from an instance of Notepad on the server to an instance of
Notepad on the client, but they will be able to copy text between 2
instances of Notepad on the Terminal Server.
Note that if the user redirects his local drives to the TS session,
he will still be able to copy files from the TS to his local drive,
so you will want to disable drive redirection as well.
