How to disable browsing from 11:00 pm until 7 am?

I have a friend whose teenager will not get off the computer at night. What
would be the best way to 'schedule' the computer or internet browsing to not
work?

Severe, but it works.

A competent electrician or electronics repairman can install a key operated
switch on the computer. Years ago, some computers came with such switches.
You can also have locking mechanisms installed that will prevent the case
from being opened to try to bypass the switch. I had two such computer
cases.

Walk into the room at 11:00 pm and turn off the computer. Unless you are
knocked over the head and the key is taken from around your neck, the
computer "will" be off till you again enable it.
