Is there anyway to disable the BCC field from Outlook,

We have a situation where people are sending emails to internal staff and
BCC'ing other staff to hide who they have sent mail to.

This is a social issue, not a technical one. Inform your staff that use of
the Bcc field will result in termination and they'll stop.
