F1 opens the general Help task pane; are you perhaps pressing F1. IF the
issue is the Office Assistant, it can be hidden or turned off or completely
uninstalled (I apparently don't have it installed). For other options, see
the "Troubleshoot Help" Help topic.
When the Clipboard task pane is open, click the Options button at the lower
right corner and select the desired options.
