Disable AM/PM time format

I'm unable to disable AM/PM time format in order to use
the 24 hours format.
In the tab Time of the Customize button under Standard and
formats on Regional Options it's likely possible to change
the format but it does'nt work in reality.
Can anyone help me?

You can change the settings in the Regional and Language Options component
in Target Designer to reflect the standards and formats you want in your
runtime image.

I'm already in MUI enviromnent with Italian default
setting on Regional and Language Options.
But there are no way to change the time format in Date and
Time Properties panel.
By the way the real problem is that the machine is already
shipped to customer and the user application when running
on other O.S. like XP Pro works fine, while in XPE not.
