Disable Address Bar Program Launch

I am trying to disable users from using internet explorer. I've got it
down except one thing, the address bar in any folder. If a user types
in a URL in the ADDRESS BAR of any folder it still will browse the
internet. HOW can I make the address bar disappear in the windows
explorer not the Internet explorer completely. (registry hack)
Even the Start Menu Run doesnt allow URL's to be launched anymore but
the ADDRESS BAR does.
