This is really a client training issue. The alternative would be to
create a "custom form". Without getting into too much detail
this would be (in my opinion) overkill for a solution as opposed
to training the clients to use Outlook correctly.

When a secretary sends out a meeting request and the one of the attendees
accepts the meeting but chooses to send no response it doesn't allow
tracking that meeting.
Is there a way to disable the do not send a response. ?
