Disabiling Utility Manager

Does anyone have any ideas on how to disbale the utility manager in XP. I have tried deleting it and it comes back, I have even renamed it and it comes back. Even if I can't get rid of the utility manager, I would at least like to delete the shortcut. Any suggestions please

Utility manager?

Try deleting it from the \windows\system32\dllcache folder before deleting
it from it's normal location.
