What's going on?
I know the standalone redistributable is working, but why won't the
webinstaller work on my system?

If you want to figure out why, perhaps you could install Wireshark, and
watch the protocol with Microsoft. Maybe you'll see the setup utility
attempting to reach a non-existent download server.

However i'm not interested in what it's doing or supposed to do, I just

Agreed.

The other possibility, is the web based version is running into a
combination of files on your machine, it was not expecting.
Does the dxwebsetup.exe create a log somewhere ?

Basically, the error that keeps coming back is "file not signed or
incorrectly signed".
Google is FULL of reports with the same problem (directx november 08 update
not working).
As a matter of fact Paul, I'm pretty sure if you try the directx
webinstaller november 2008 version on your system, it will fail too!

read my post again, i KNOW full redistrib works. I just want the webinstaller
to work.

The DirectX November 2008 update web installer is missing
some files so it doesn't work. Use the installer from August,
it will work. I've uploaded my copy, if you need it:
