trying to play the simpsons hit & run, how do i tell if
the video and sound cards are directx compliant/compatible?

Hello

What ever documentation you have on your
video you need to read, or on your pc type
read your manual, that came with your pc

Start - Run - type:

dxdiag

and hit OK. It will then run a set of tests on your system to see how
DirectX-compliant it is.

You can always go to your video card maker's website and look for the latest
drivers, although this is no guarantee it will support the latest and
greatest if your card is too old - DxDiag should be able to tell you that.
