It's not directx 9c that is causing your woes but installing drivers for
your vid card from microsoft, people who come here often see this problem
all the time,it is best to install drivers fro the hardware mfg's site.
Here is a link for ati's download for your radeon 9550.

Download this to your hd then uninstall the catalyst in add/remove-reboot
then install the download.
P.S. once directx is installed you can't uninstall it you can only upgrade.
at the link above I perfer option #2 download drivers only, but that choice
is yours.
