DirectX 9.0c Install Failure

After installing DirectX 9.0c either via WindowsUpdate or by downloading
either end user setup or redist, dxdllreg.exe reports encapi.dll and
msdmo.dll are not valid windows images upon reboot/login.

DXDIAG then reports these two files as needing to be updated.
