Directory inherited permissions

When moving an Active Directory object, permissions
assigned to the local object move with it. Inherited
permissions do not move with the object, and the object
will inherit permissions at the new destination container.
Is it possible to get the same result when moving files
and folders on a NTFS formatted partition? In other word,
why doesn't a folder that I move get new inherited
permission from the distination folder and keep the
permission set directly at the folder?
