Directing people to another section of the same email w/out scroll

I am creating an email in Outlook and I want people to be able to click a
"link" of some sort which will direct them in one part of the email to a
section of the same email farther down without having to have them scroll.
Then I want to be able to direct them back to the same place where they came
from after reading that other section.
