Direct X Test Direct Play not working

I have Direct X 9.0 installed on an XP machine. When I go into the DirectX Diagnostic Tool and try to test the DirectPlay option it is not letting me connect to another user or let the other user connect to my machine. We both have disabled the firewall built into XP. Both have ran Ad-ware to detect anything. We both have Direct X 9.0 as well. If anyone has anysuggestions let me know.
