Direct X 9c will not install

When trying to install Direct X 9c the installation stops
and I get an error message "The software you are
installing has not passed Windows Logo testing to verify
its compatability with windows XP. (Tell me why this
testing is important)"

I have tried the resolutions suggested on Microsoft
Knowledge Base Article 822798 without success.

Can anyone help?
