Direct email works but rule does not

We have some plant physical security software that can send a plain text
message under certain circumstances. We want several people to get text
messages to their cell phones when a trigger occurs. The way the software is
it cannot send out to the email accounts that I need it to so I created
users called 2225551234@(E-Mail Removed) and 2 others and can create an
email in Outlook, pull the cell phone email address from the GAL and send it
to that number and the message goes thru fine. However, if I create a rule
that states if certain words are in the subject/body to send an email to
(E-Mail Removed) the message does not get there. I can add a
regular email address like (E-Mail Removed) and that part of the rule
works, but the cell phone part does not. Any ideas?
