Did you ever just uninstall IE7?
Retore point just seems unnecessary when you could just uninstall the
program that seems to be causing you trouble.
As for the rest...
As there are probably drivers NOW installed - go ahead and download Belarc
Advisor and install it on the system with the issues. Print the results (or
at least write down which network card you have, which modem, which video
card, etc..)
Uninstall the modem and network card from Device manager and reboot.
Have your Device Drivers ready (*download them from dell, put on external
media.)
Install ALL the latest hardware drivers from Dell.
