I upgraded to IE 7 and PC started running slower and has finally froze. I
could not get it to use any of the 7 or 8 restore point that were available.
I ran Defrag, Disk Cleanup, deleted Temp files and finally ran Repair
Installation. I now have no internet connection. I rebooted both the modem
and wireless router that I am running this laptop with but no luck. I got
message that this version of Windows XP is no longer up to date. When I click
to update I get the message:

iexplore.exe - Entry Point Not Found The procedure entry point
SHRegGetValueW could not be located in the dynamic link library SHLWAPI.dll

I am now at a complete loss and appreciate any suggestions.

Did you ever just uninstall IE7?
Retore point just seems unnecessary when you could just uninstall the
program that seems to be causing you trouble.

As for the rest...

As there are probably drivers NOW installed - go ahead and download Belarc
Advisor and install it on the system with the issues. Print the results (or
at least write down which network card you have, which modem, which video
card, etc..)

Uninstall the modem and network card from Device manager and reboot.
Have your Device Drivers ready (*download them from dell, put on external
media.)
Install ALL the latest hardware drivers from Dell.

I uninstalle IE7 thinking system would revert back to IE6 but that is when
things got worse. I uninstalled the modem and network card and reinstalled
using Dell CD. Nothing changed. I tried to reinstall Windows earlier with
option to repair missing and corrupted files and got one error message after
another about 20 minutes into the process. After I tried your suggestions I
reinstalled Windows as a new installation and although all the programs I had
installed are gone, everything seems to be operating properly. I have a
backup disk and copies of everything so I should be OK. I thank you for your
help.
