My display screen seems dim. I have increased the monitor
brightness and contrast controls to maximum.

Time for a new display.

a. check that gamma and desktop brightness are set to default values
(control panel, display applet, settings tab, advanced button)

b. reset monitor to factory defaults and check that VGA cable and port
connections are good and no bent/broken pins
