Haven't used it, but JPegCrops sounds like it might be what you're
looking for:

If you are talking about re-sizing digital camera prints (usually a 4:3
ratio) to standard print size (usually a 3:2) ratio a better option might be
to add blank space to the end(s) of the photo to bring it up to the 3:2
ratio. That way when you get it printed you don't lose any of the original
photo. You can do this with Irfanview 3.92 (www.irfanview.com). It also
offers it as a batch conversion option as well so that you can convert a
large number of photos in one go.

I use JPEGCrops and it works great.

You might also look at FotoView
<http://www.polamar.net/fotoview/index_e.htm> for a different option.

That's an unusual approach isn't it? I just crop the picture for the best
effect, maintaining the aspect ratio. You can print any size picture any
size you want. PhotoFiltre does this well. Just hold down the shift key
while defining the crop and it maintains the aspect ratio.
